Dear Commission Chair Sidney Dunston,
As of either late Friday night or early Saturday morning, I posted your proclamation curfew on our website (www.FranklinNCGOP.com).
I also posted Youngsville Mayor Fonzie Flowers' letter to you about his town refusing to administer the curfew. In a follow-up email, he said that he never received a notice about the curfew, except when he read/saw it in the media. [April 7 correction: Flowers did receive an email from the county about the curfew proclamation, Friday afternoon, April 3, but he was not notified further in advance.]
That said, and this is where there is some confusion, Commissioner Harry Foy emailed me this and wrote that he had been at all "legal" meetings (including the March 16 commissioners meeting) that the curfew proclamation was never brought up.
However, in the proclamation that you sent, it does appear that as chairman of the commissioners you have the authority to implement the curfew pursuant to N.C. General Statutes.
However, it could have been brought up in new business, which of course would not be on the agenda. That is, the minutes of the March 16 meeting are not available yet.
Again, I --did-- receive an email from the county Friday as I am on the county's email list regarding the curfew.
I have not posted Foy's response yet, nor the Youngsville mayor's follow-up email, sent to me today [April 5] on the GOP website yet.
