Winters: The Sky is Falling and Franklin County is Filling Up!

Over the past 10 years the population of Franklin County has increased by 13,336 for a whopping change of 31 percent (3.1 percent per year). Sound bad?

During the same period the Franklin County budget has increased by $35,349,237 or 121 percent (12.1 percent per year) and tax receipts have increased by $17,963,040 or 118 percent (11.8 percent per year).

By the way, inflation only accounts for about two percent of that annual budget growth.
