RESOLUTIONS FOR ADOPTION
Resolution Honoring All Republican Candidates
WHEREAS, citizens of North Carolina are entitled to representation in government.
and
WHEREAS, citizens of North Carolina have embraced the conservative values of the Republican Party and those
citizens have put forth a challenge as candidates for public office against those that would deny these values.
and
WHEREAS, these 2008 Republican Candidates worked tirelessly to represent the best interests for the citizens of
Franklin County.
NOW, THEREFORE IT BE RESOLVED, the Franklin County Republican Party adopt this resolution of honoring all
of our Republican candidates.
Resolution Honoring Dave Harker, Sr.
WHEREAS, Dave Harker, Sr. was active in the Franklin County Republican Party for many years, and
WHEREAS, Dave Harker, Sr. sought election in the North Carolina House of Representatives, and
WHEREAS, Dave Harker, Sr. participated in events to help the party grow, and
WHEREAS, Dave Harker, Sr. will always be remembered for his thoughts and beliefs on the betterment of Franklin
County and it’s Citizens,
NOW, THEREFORE, BE IT RESOLVED, the Franklin County Republican Party adopt this resolution of remembering
and honoring Dave Harker, Sr. and extending our sympathy to Dave Harker, Jr. and the Harker Family.
Limited Government
WHEREAS the Franklin County Republican Party of North Carolina "believe[s] that the federal government should be
limited and restricted to the functions mandated by the United States Constitution" and
WHEREAS the Federal Government has, in direct violation of the letter and spirit of the Constitution "erected a
multitude of New Offices.
THEREFORE LET IT BE RESOLVED that the Franklin County Republican Party of North Carolina calls for the
abolishment of the Department of Education, the Federal Drug Administration, the Department of Energy, the Federal
Emergency Management Agency, the Department of Agriculture, and all other agencies and offices not expressly
authorized to the United States by the Constitution and thereby return these duties to the States and the people; and
LET IT BE FURTHER RESOLVED that the Franklin County Republican Party of North Carolina directly rejects the
notion that Article I, Section 8, Clause 1 of the Constitution grants the United States Government authority to create
such agencies and regulations.
Resolution on Border Security
WHEREAS amnesty for illegal aliens is a violation of the rule of law and an affront to those who have worked
diligently to legally enter the United States; and
WHEREAS a nation without secure borders is no nation at all;
THEREFORE LET IT BE RESOLVED that the Franklin County Republican Party of North Carolina reaffirms its
continued opposition to illegal immigration; and
LET IT FURTHER RESOLVED that the Franklin County Republican Party of North Carolina calls upon our State
and National Legislatures to implement legislation to effectively stem the tide of illegal aliens into this country,
including legislation that will:
· Physically secure our borders and coastlines, via a return of our border patrol agents from overseas, increased
patrols, and other measures as necessary to control entry into our country; and
· Enforce visa rules, requiring immigration officials to track visa holders and deport those who overstay their
visas or otherwise violate U.S law; and
· Deny amnesty, so that illegal aliens are not rewarded for breaking our laws; and
· Deny welfare and entitlements to illegal aliens, so that taxpayers are not saddled with the financial burden of
illegal aliens who use our hospitals, schools, and social services; and
· Clarify that Section 1 of the 14th Amendment of the U.S. Constitution does not grant citizenship by birth to
those born to illegal aliens present in the United States; and
· Pass immigration reform to create an efficient and fair system for those who are willing to enter our country
legally and work for the American dream.
Resolution on Right To Bear Arms
WHEREAS the United States Supreme Court (Court) has agreed to review and decide the case of D.C. v. Heller
appealed to it from the D.C. Court of Appeals;
WHEREAS when the court determines in Heller whether or not the Second Amendment, “the right of the people to
keep and bear arms”, secures an individual right, the Court will establish precedent that will affect the State of North
Carolina and the rights of the citizens of North Carolina;
THEREFORE BE IT RESOLVED by the Franklin County Republican Party of North Carolina that the Second
Amendment, “the right of the people to keep and bear arms”, secures a pre-existing right from government infringement,
and
LET IT BE FURTHER RESOLVED that the level of review for the Second Amendment, “the right of the people to
keep and bear arms”, is specified within the Constitution as “shall not be infringed;” and
NOW, LET IT FURTHER RESOLVED the Franklin County Republican Party of North Carolina calls upon the Legislature
and Governor of the great state of North Carolina to defend the gun ownership and self-protection rights of
all North Carolinians from any Federal attempts to infringe on the same that arise from any “collective rights”
holding in Heller.
Resolution on World Government Organizations
WHEREAS so-called free trade deals and world governmental organizations such as the UN, the International Criminal Court
(ICC), NAFTA, GATT, WTO, and CAFTA are a threat to our independence as a nation by virtue of their transfer of power from
our government to unelected foreign entities; and
WHEREAS the WTO has forced Congress to change our laws, the UN seeks to impose a direct tax on us.
WHEREAS NAFTA’s superhighway is just one part of a plan to erase the borders between the U.S. and Mexico, called the
North American Union, and is the creation of powerful special interests, seeking to create a single nation out of Canada, the
U.S. and Mexico, with a new unelected bureaucracy and money system.
WHEREAS, if we should succumb to the plans of these globalist entities and elitists, a free America, with limited, constitutional
government, would be gone forever.
THEREFORE, LET IT BE RESOLVED that the Franklin County Republican Party of North Carolina withdraw from any
organizations and trade deals that infringe upon the freedom and independence of the United States of America.
Illegal Alien Immigration
Whereas, our country is composed of a vast range of immigrants,
Whereas, this country and its citizens welcomes legal immigrants to the land of personal responsibility,
freedom, assimilation, and opportunity,
Whereas, the citizens of the United States expect the laws of the land to be clear and enforced
equally, including border enforcement, denial of services except those clearly defined by law,
and punishment of employers who hire illegal alien immigrants,
Whereas, proposed legislation such as the McCain/Kennedy Amnesty Bill, have been rejected by
the majority of the citizens,
This convention demands immediate construction of the border fence, enforcement of all provisions
of 1986 and 1996 Federal law pertaining to personal responsibility and immigration,
restricting scarce education, health care, family support, and other public services to persons
legally in the United States.
Economic Development
Whereas, Franklin County is situate to Wake County and the Research Triangle and excellent
institutions of higher learning,
Whereas, Franklin County is poised for dramatic residential and commercial growth,
Whereas, our state and local representatives are elected to be examples of ethical business conducted
in our county,
Whereas, our state and local representatives are elected to advocate for Franklin County with
potential business,
This convention repudiates state and local representatives that engage, are involved, or perceived
to be involved in business transactions in which they benefit from taxpayer money including
conservation funds, grants, loans, and bribes. Their real and perceived actions should be for the
good of the average, politically unconnected citizens by which our representatives are elected.
Felony Expungement (Erasure)
Whereas, there is an expectation that individuals attending and working in our schools, working in our local businesses
and government, and providing services in our homes are not a potential threat to our safety and security,
Whereas, the ability of our school administrators, government department heads and private employers to have
access to accurate, complete background information on all individuals who will be attending and working in our
schools, working in our government and working in our homes and businesses is a critical component toward
providing a safe, secure community,
Whereas, there is pending legislation before the NC General Assembly which allows the felony records of criminals
to be erased and removed from review,Whereas, these bills permit these individuals with felony convictions (now
erased) the opportunity to be admitted to our schools and apply for employment previously prohibited to convicted
felons, and yet prohibits school administrators and private employers from the opportunity to make informed hiring
decisions,
This convention opposes passage of all legislation allowing erasing and expunging criminal felony records from
becoming law in North Carolina.
Honest and Open Government
Whereas, Franklin County is made up of honest citizens,
Whereas, Franklin County desires to have a reputation for honest and open government,
Whereas, our state and local representatives are the embodiment of citizen legislators,
This convention expresses its confidence that our state and local representatives will conduct themselves in such a
way that they are prime examples of honest and open government, leaving no doubt other than they abide by the
highest standards.
Resolution on Abortion
WHEREAS the Republican Party of North Carolina " say[s] the unborn child has a fundamental individual right to life
which cannot be infringed;" and
WHEREAS one of the primary responsibilities of a valid government is the protecting of the individual’s right to life
as stated in our Declaration of Independence; and
WHEREAS the SCOTUS Roe v. Wade decision, and other related decisions imposing the will of the court on the
sovereign states prevents them from carrying out their responsibilities; and
THEREFORE LET IT BE RESOLVED that the Supreme Court's 1973 Roe v. Wade decision is an Unconstitutional
extension of Federal authority over the rights of the States; and
LET IT BE FURTHER RESOLVED that the Franklin County Republican Party of North Carolina calls for the United
States Congress to pass, and the President to enact, legislation that removes the question of abortion from the Supreme
Court's appellate jurisdiction and return the question to the States where it belongs.
NOW, LET IT BE FURTHER RESOLVED that the State of North Carolina recognizes the unborn child as an individual
life to be protected.
Parental Empowerment Act Resolution
WHEREAS, the honorable, patriotic, God fearing citizens of Franklin County North Carolina value the moral raising
of their children they support the Parental Empowerment Act of 2007
WHEREAS, the citizens of Franklin County North Carolina do not summit to those that would introduce reading
materials to elementary school children that supports deviant moral conduct contrary to healthy child development.
WHEREAS, the responsible and accountable citizens of Franklin County North Carolina believe parents hold the
primary level obligation for the moral character of their children and that no government body can impose to force
acceptance of conduct that does not support their right to express and live beliefs of their constitutional right of freedom
of religion.
NOW, THEREFORE IT BE RESOLVED, that we call on all Presidential and Congressional candidates for public
office and incumbents to verify that they will use all their best efforts to ensure no federal funds are provided to
purchase books, reading materials, devices, or any items for elementary schools and or institutions that do not comport
to the highest traditional moral standards. Standards defined by joint committees or panels consisting of parents and
teachers involved in the daily lives of children that will be subjected to the aforementioned. Members of these committees
and or panels must reside and endeavor in the community such items would be employed.
NOW, THEREFORE IT BE RESOLVED, that a copy of these resolutions be sent from Precinct #19 of the Franklin
County Republican Party to the Resolutions Chairman with the recommendation that it be passed and forwarded to the
Platform Committee of the 2008 State Convention of the Republican Party for the Great State North Carolina
