Bob Winters at Feb. 6 Commissioners Meeting
Franklin County resident Bob Winters
questioned the need for a $45 million school bond and asked why an "urgency" was
needed to place it on the May primary ballot instead of November at tonight's
February 6 commissioners meeting. He also asked if other options have been
researched such as utilizing buildings the county owns.
Winters warned that property taxes would increase again due to the bond.
County Finance Director Chuck Murray told the commissioners that the $45 million
bond could require a five cents property tax increase. That's in addition to the
8.3 cent increase from the $30 million bond passed in 2004. Murray said the
total property tax increase could be 13-1/2 cents (2004 and 2006) if the $45
million bond passes.
The commissioners voted unanimously to allow a public hearing on the bond
February 20 at the board of commissioners meeting room.
The commissioners also voted unanimously for a cooperative agreement with the
county and the Franklin County Humane Society. Click on the documents below for

Also tonight the commissioners authorized
the public utilities director to initiate engineering/design of an elevated
storage tank and booster pump station in the affected area along Highway 98. The
commissioners were concerned about the "substantial residential growth" in Bunn
and Lake Royale and the pump station will help alleviate the need for additional
water for new residents in those areas.
