BUTNER — State Sen. Doug Berger has changed positions and is now against having the proposed National Bio and Agro-Defense Facility at Butner. Berger, a Democrat whose district includes the southern Granville County town, said he decided to reverse his earlier supportive position because, “I have to provide leadership on the issue.”
